Procedure of Tashlich on Rosh Hashanah – time for saying Tashlich, the proper place to say it, the verses of "Who is an Almighty One like You", Tashlich on Shabbat, and the customs and laws pertaining to the Order of Tashlich, from our teacher and master, Head of the Yeshiva, the righteous Kabbalist Rabbi Benayahu Shmueli, may he live for good and long days, Amen.

A. The custom that they practiced to go on Day 1 of Rosh Hashanah shortly before sunset, to the great sea or near a spring or other living waters, and they call it Tashlich, behold it is a fine custom, and it is better if it will be outside the city, and he shall stand on the shore of the sea or on the edge of the well or the spring, and he shall read there also three verses of "Who is an Almighty One like You" etc., "Give truth to Yaakov" etc., which are at the end of Mikha the Morashti. And such is the custom of the holy congregation Bet-El, may Hashem protect and preserve it.
B. The custom is to repeat the verses of "Who is an Almighty One like You" three times, and when saying "And You will cast into the depths of the sea all their sins" they shake the edges of the cloak or upper garment over the pit or over the spring.
C. The custom of our holy city Jerusalem, May It Be Established and Built, in which there are no springs (inside the city), that they do Tashlich on the edge of the pit which is a ritual bath (mikvah) of water, and sometimes even though there is no water in the pits since they have already dried up, the custom of the Hasidim of Bet-El, which is inside the city, is to do (Tashlich) on the edge of the pit even though there is no water in it, and this is because it is nothing but a hint in the world, for the main intent is to the Supernal Sea as mentioned.
D. They perform the procedure of Tashlich even if Rosh Hashanah falls on Shabbat, only he shall be careful not to carry the Machzor [prayer book] and other items in a place where there is no halakhically valid eruv.
E. If he was forced by circumstances and did not perform Tashlich on the first day, he shall do it on the second day after Musaf.
F. Women do not need to go to Tashlich, and "sit and do nothing" is preferable, in order to prevent a mixture of men and women together.
